Health care fraud is also committed by individuals who have no formal connection to the medical system. Federal investigators have identified the growing “drop box” fraud scheme, in which individuals create fake offices using the addresses of mailbox companies like UPS, then steal the identities of actual doctors and patients to file fake Medicare claims. In 2013, the Dayton Daily News discovered several drop box schemes being operated in Ohio. One scheme in particular involves a man who has created six different fake medical companies using the addresses of five different UPS stores. His scheme reaches beyond Ohio into neighboring Michigan, and even all the way down to Georgia.
